Legal basis:
Rescue Act 379/2011, sections 6, 7 and 8 (In Finnish)
Campfires or other open fires may not be lit when the Finnish Meteorological Institute has issued a wildfire warning or if, because of drought, wind or other reasons, the conditions are such that there is a manifest risk of a wildfire, grass fire or other fire. Before lighting the fire, check the current fire and wind warnings given by the Finnish Meteorological Institute.
Provided that special care is exercised, professional prescribed burning of forest land in accordance with a separate prescribed burning plan is possible under the supervision of a forestry professional who is familiar with the practices of prescribed burning (Rescue Act 379/2011, section 7) (In Finnish). The prescribed burning plan is uploaded as an attachment in the beginning of the form.
Regional rescue authorities may, on reasonable grounds, prohibit the making of open fires in their rescue service regions or parts of them for a specific period of time. A decision shall be made on the matter, and information on the decision shall be communicated to the extent necessary.
The landowner's permission is always needed to light an open fire.
A notification must always be made to the regional rescue authority of prescribed burning and any use of fire that generates a substantial amount of smoke. Other open fires need not be notified.
A fine may be imposed for a rescue violation for anyone who
- deliberately or carelessly lights an open fire or other open fires may not be lit when a wildfire warning has been issued or if, because of drought, wind or other reasons, the conditions are such that there is a manifest risk of a wildfire or other fire
- carries out the prescribed burning of forest land without the supervision of a forestry professional
- neglects the duty to notify the rescue department of prescribed burning or other use of fire that generates a substantial amount of smoke
