Sales and storage of fireworks in connection with a shop

The sale of fireworks to consumers is prohibited in the period 1–26 December unless the buyer has a decision from the rescue authority.

The sales and storage of fireworks at a shop requires a decision from the rescue authority. Submit a notification at least one (1) month before the start of operations.
The notification must be accompanied by a layout drawing on a scale of 1:1000 or 1:2000, showing

  • the location of the shop,
  • the surrounding area within a 100-m radius (including buildings), and
  • the location of storage sheds planned outside the commercial building.

In addition, the notification must include drawings on a scale of 1:50 or 1:100 indicating the location of the storage sheds, as well as the structural drawings if the structure of the storage shed does not meet the requirements of standard SFS 4399.
The rescue department will make a decision based on the notification, confirming

  • the place where storage is allowed,
  • the maximum permitted quantities and categories of fireworks to be stored,
  • the storage places and methods, and
  • any other conditions imposed.

The rescue department is responsible for checking the arrangements for the sale and storage of fireworks.

Notification procedures

If a notification has previously been submitted for the location and a decision made, the short notification procedure will suffice. Otherwise, the full notification procedure is required.
The conditions for the use of the short notification procedure are as follows:

  • a storage notification was submitted and a decision was made in previous years;
  • the previous decision of the rescue authority is available (mandatory enclosure);
  • the operator is the party submitting the notification;
  • the sales and storage take place during a similar time period as before; and
  • the point of sale and storage arrangements are in line with the previous notification and decision.

The notification and its attachments must be submitted to the rescue department in whose area the operations take place.
