Special-effects use

Explosives or hazardous chemicals can be used for special effects at public meetings and public events referred to in the Assembly Act, provided that the rescue authority is notified no later than 14 days before the event. The notification must name a person in charge who must have the qualifications in the field of effects referred to in the Act on Chargers (pyrotechnician’s qualification certificate). The person in charge is responsible for ensuring that explosives or hazardous chemicals are used in accordance with the regulations, restrictions and conditions set by the rescue authority.

The content of the notification of special-effects use is laid down in the Government Decree on the Monitoring of the Manufacture and Storage of Explosives. Based on the notification, the rescue authority may impose restrictions and conditions necessary for the safe handling of effects. Their use can be prohibited if it is considered to constitute an obvious risk of personal injury, environmental damage or property damage.

Notification procedure

You can submit a notification of special-effects use using an electronic notification form, which will automatically go to the rescue department of the municipality selected. If you use another notification method, please ask your local rescue department for contact information for submitting the notification.
