In premises with residents that have reduced functional capacity or mobility, the operator must draw up an account of evacuation safety. The account describes how the way the building is used, the limited, impaired or abnormal functional ability of persons and other factors affecting evacuation safety are taken into account when preparing for a fire or other accident and in evacuation arrangements. 

The Finnish National Rescue Association has produced a safety report preparation guide. The guide is intended for the planning, implementation and maintenance of fire safety in, for example, sheltered homes for elderly residents and various care facilities. The guide provides practical assistance in drawing up an account of evacuation safety. 

The account of evacuation safety form must be filled in prior to the starting of operations and updated every three years or whenever there is a significant change in the operations. The safety report required in connection with the building permit for new construction corresponds to the exit safety report.
