Major accidents require cooperation between the authorities

The rescue services’ strategy stresses the risk-based nature of operations, good preparedness of the rescue services, cooperation, quality and consistency of services and active development work. The rescue services’ risk assessment work is being developed to produce a wide range of information that is needed to improve civilian preparedness, also for the needs of partners. The rescue services also provide support for other actors in other areas besides preparing for accidents through their expertise and services related to the operating environment, preparedness and risk management. The rescue services have capabilities for providing and receiving assistance in natural or man-made major accidents or catastrophes.

The rescue departments are responsible for rescue operations in their area. If the accident is so large in scale that the rescue department's own resources are not adequate for managing the situation, other rescue departments have a duty to provide assistance. The Defence Forces are also obliged to participate in rescue missions, and several other authorities have the duty to provide executive assistance.

The Regional State Administrative Agency (AVI) assists the Ministry of the Interior in acquiring the information needed to lead rescue operations and maintaining situational awareness when extremely extensive and serious major accidents occur.
