Responsibility lies with the operator
The regulations and monitoring related to the handling of hazardous chemicals are intended to prevent personal injury, environmental damage and property damage caused by the manufacture, use, transfer, storage, warehousing and other handling of hazardous chemicals and explosives.
The responsibility for the proper handling of hazardous chemicals and explosives, the determination of the notification obligation and compliance with safety requirements lie with the operator. The term ‘operator’ in the Chemical Safety Act (390/2005, section 6) refers to a legal or natural person who, for example, manufactures, imports, places on the market, stores, packages, distributes, possesses, uses or handles a dangerous chemical in some other way.
