Ilkka Salmi appointed as Permanent Secretary at the Ministry of the Interior

The Government has appointed Ilkka Salmi, Master of Laws, to the post of Permanent Secretary at the Ministry of the Interior. The fixed-term appointment is for five years.

Ilkka Salmi has led key national and European security sector organisations. He has previously worked, for example, as Director for Security at the European Commission, Director of the EU Intelligence and Situation Centre and Director of the Finnish Security Intelligence Service.　 He has extensive national and international experience in security issues and security policy.

Ilkka Salmi will take up his duties on 1 July 2018.　Until the end of June, the Acting Permanent Secretary will be Esko Koskinen, Director General for Rescue Services.

A total of 26 candidates applied for the post of Permanent Secretary at the Ministry of the Interior by the deadline. The post became vacant when Päivi Nerg took up the post of Permanent Under-Secretary for Governance Policy at the Ministry of Finance from the beginning of this year.

The Permanent Secretary assists the Minister in directing, developing and monitoring the work of the Ministry and the agencies within its branch of government. The Permanent Secretary leads the Ministry’s strategic planning and coordinates its implementation, is responsible for effective internal control, assists the Minister in planning, implementing and monitoring broad-based issues, and manages performance guidance within the Ministry’s administrative branch.

The Ministry of the Interior is the ministry for internal security and migration. Its key duty is to prepare legislation concerning the police, rescue services, emergency response centre operations, border management, maritime search and rescue and migration
