Views requested on amendments to Act on Emergency Warnings
The Ministry of the Interior invites views on a draft government proposal to amend the Act on Emergency Warnings. The amendments would make the legislative changes required to introduce a cell broadcast public warning system. The consultation round closes on 14 July 2026.
Evidence and studies show that mobile alerts must reach people faster and more effectively. A warning system that reaches many people quickly is especially important in emergency conditions.
Cell broadcast to reinforce Finland's multi-channel emergency warning system
The proposal would allow authorities to send emergency warnings through a cell broadcast system in addition to the existing channels. The system enables the transmission of rapid, prompt and geographically targeted emergency warnings to the users' devices across all mobile operators in the affected area.
The Emergency Response Centre Agency would have a statutory duty to send emergency warnings using the cell broadcast system. The amendment would complement Finland’s multi-channel public warning and emergency warning system.
The legislative amendment contributes to the implementation of the Programme of Prime Minister Petteri Orpo’s Government, which includes a commitment to reform the emergency warning system.
The government proposal is scheduled to be submitted to Parliament during the 2026 spring session. The act is intended to enter into force on 1 November 2026.
